Second United Nations General Assembly High‑Level Meeting on Pandemic Prevention, Preparedness and Response

The United Nations High-Level Meeting (UN HLM) on Pandemic Prevention, Preparedness and Response (PPPR) will be convened by the President of the General Assembly on Friday, 25 September 2026. The overall theme of the meeting is “Fostering a multinational and intergenerational approach to prevent, prepare for and respond to pandemics and public health emergencies, through the principles of equity and solidarity”.

The meeting will take place at a critical moment for health emergencies governance, when there is a need to sustain political attention and investment in pandemic prevention, preparedness and response. Since the first UN HLM on PPPR in September 2023, important progress has been made, in the strengthening of legal, institutional and financing frameworks. Efforts have also continued to strengthen capacities, surveillance, research and development, and equitable access to relevant health products.

While global PPPR capacity has improved, significant challenges persist, including inequities in access to health products, fragmented financing and governance mechanisms, and weaknesses in surveillance, laboratory and health systems capacities. The world is still insufficiently prepared for future health emergencies. and sustained and proactive action is needed to preserve gains and further strengthen capacities and systems.

The second UN HLM on PPPR will provide a critical opportunity for Member States and stakeholders to reflect on the progress made and highlight persistent challenges. The meeting will also be an opportunity to seek a renewed commitment for strengthening PPPR based on solidarity, equity, multilateral cooperation and shared responsibility. The meeting will bring together Member States and Observers, civil society organizations and relevant stakeholders.

The President of the General Assembly has appointed H.E. Paruyr Hovhannisyan, Ambassador, Permanent Representative of the Republic of Armenia to the United Nations, and H.E. Martin K. Ngoga, Ambassador, Permanent Representative of Rwanda to the United Nations, as co-facilitators of the meeting and to lead preparations for the HLM, including its Political Declaration.

The meeting will be broadcast live on UN Web TV.

Multistakeholder hearing

As part of the preparatory process for the HLM, the President of the General Assembly convened an interactive multistakeholder hearing on 9 June 2026. Participants reinforced the importance of multilateralism, equity, and community engagement in strengthening PPPR, highlighting the importance of the adoption of the WHO Pandemic Agreement as a key achievement for multilateralism and emphasizing the importance of prevention, including through a One Health approach, trust-building, and inclusive stakeholder participation.

Participants also stressed the need for stronger national capacities, sustainable domestic and international financing, resilient health workforces, enhanced surveillance, regional manufacturing, and support for developing countries.
